Cyrus takes Babylon and reverses the deportation by written decree, and the memorandum is filed at Ecbatana.
In plain words
Cyrus of Persia takes Babylon and, by written decree, sends the deported peoples home; Ezra says a copy of the decree was filed at Ecbatana. It is Assyria's method run in reverse: Assyria scattered peoples to erase them, and Cyrus sends them home.
The mechanism
CUSTODY MOVES THE OTHER WAY — Assyria's method ran one direction; this one runs the reverse
