Hillel enacts the prosbul, assigning debts to the court so they survive the seventh year. The Mishnah records the reason: he saw the people refraining from lending one another.
Geometry, Release: A reading: when release carries a cost, people route around it, and the prosbul does exactly that.
In plain words
Hillel creates the prosbul, handing debts to the court so they survive the seventh year, because, the Mishnah says, people had stopped lending to one another. Deuteronomy had warned of exactly this, and the Mishnah itself quotes the warning: the release was worked around, not repealed.
The mechanism
RELEASE, DISABLED FROM THE INSIDE — Deut 15:9 named the instability the schedule creates, the instability arrived, and the mechanism was legislated around rather than repealed. A prediction made in the statute and verified in the tradition's own legal record twelve to fourteen centuries later, inside one corpus.
