The Senate committee on the munitions industry (the Nye Committee) reports that American arms makers won foreign business by methods amounting to bribery, with the active support of the War, Navy, Commerce and State Departments. It found no evidence that wars were started solely by them, and judged it against the peace of the world to leave them free.
