Israeli paratroopers take the Old City. From 1948 to 1967 it had been under Jordanian control and Jews were barred from the Western Wall; Article VIII of the 1949 armistice set a committee to arrange access, and the access never came.
In plain words
Israeli paratroopers take the Old City; since 1948 it had been under Jordan, and Jews had been barred from the Western Wall despite the armistice's promise of access. Luke's “Jerusalem shall be trodden down of the Gentiles, until” is an until that carries weight, the land first and the city nineteen years later, with its limit in the same breath: the Islamic Waqf still runs the Temple Mount day to day, so the treading is not finished, and the verse names no year.
The mechanism
AN UNTIL THAT CARRIES THE LOAD — Jerusalem trodden down of the Gentiles, until. Ground first, then the place the treading was named over, nineteen years apart
