Deuteronomy 15:1-2 fixes a release of debts every seventh year — 'a shemittah has been proclaimed belonging to YHWH.' Deut 31:10 orders the law read aloud at Sukkot in that same year, so the schedule is published to the debtors themselves.
Geometry, Release: A reading: put release on a clock and the held pressure settles at a level; stop releasing and it grows without limit.
In plain words
Deuteronomy fixes a release of debts every seventh year, and orders the law read aloud to everyone that same year, so the debtors themselves know the date. A release that comes by date cannot be held back by the people who would profit from holding it back.
The mechanism
RELEASE ON A CLOCK — a release that arrives by date cannot be withheld by the party who benefits from withholding it. That is the entire structural difference from the edicts, and it is enough.
